What does the Taliban Section Committee do?

The Taliban Sanction Committee compiles a list of countries that finance or otherwise co-operate with the Taliban.

Based on this, more than 180 countries around the world amend their laws and make their names a part of the list of banned organizations and individuals, followed by laws on money laundering and financing. Is applied.

What will be the impact on Pakistan?

Pakistan is currently facing two to three issues. One of them is the upcoming virtual meeting of the Financial Action Task Force (FATF), the global body to combat money laundering and terrorist financing.

Going back a little, in October 2020, Pakistan had completed 21 of the 27 recommendations of the FATF. But the remaining six recommendations are considered critical by the FATF, and its deadline is February 2021.

One of the perceptions in Pakistan’s diplomatic circles is that India is pushing hard to put Pakistan on the FATF’s blacklist, while failing to curb terrorist financing. But India can also block Pakistan’s international financial funding.

On the other hand, there is the Afghan peace process.

Former Pakistani Information Minister Mushahid Hussain Syed told the BBC: “This is not good news for Pakistan, because the Taliban Sanction Committee, which is based in Afghanistan, and the Counter-Terrorism Committee, which India will head in 2022, are both Pakistan has fundamental interests. India has been opposing Pakistan on both these issues. Now is the time for India to join the Afghan peace process through the back door.

He said that in Afghanistan, Pakistan has played a key role in the dialogue between the United States and the Taliban on the one hand and the Afghan government and the Afghan Taliban on the other. India can try to harm these fundamental interests.

Ahmar Bilal Sufi says, “If you look at this development in the context of international law, the two countries should stand together.” There is a legal reason for doing so. When you head the Counter-Terrorism Committee as a country, you act under the UN legal framework and not as a country. If you are chairing this committee, then you have a big responsibility.

Speaking on Article 51 of the UN Charter, he said that while the law gives a country the right to defend itself in the event of an attack, on the other hand, any country can use the law to attack a neighbor. Cannot take unilateral action against the country. Therefore, India’s responsibility is greater than ever that it cannot take any action against Pakistan in its own interest.

The point is that when you are the head of the CTC, the Counter Terrorism Committee and the Taliban Sanction Committee, you have a responsibility to ensure that your role in Afghanistan does not change. You have to help but you can’t interfere illegally. India has taken on the greater responsibility of chairing this committee.

What are the interests of India?

Speaking on India’s interests, Sahasni Haider, the diplomatic affairs editor of The Hindu, told the BBC that one of the factors was to keep an eye on the Afghan peace process.

On the Taliban committee, he said that non-permanent members of the UN have been chairing these committees, but the Security Council also often chooses countries that are not neighbors, and often heads countries outside the region. Experts and politicians say the solution lies in diplomacy as well as parliamentary diplomacy. Mushahid Hussain said that Pakistan has many options at present.

He said that Pakistan has a key role to play internationally and in the region. “China is a permanent member of the UN Security Council. And our statement may be included in this council through China. The newly elected US President Joe Biden’s incoming government can be of great use to Pakistan.

He said that the incoming US administration including Joe Biden and Kamala Harris have endorsed Pakistan’s position on Kashmir issue.

The third way is to strengthen the diplomatic lobby with non-permanent UN member states. And there are issues beyond the Afghan peace process, counter-terrorism, and Kashmir politics, for which parliamentary diplomacy has been used by the previous government.
